Two decades ago, scientific publishing was dominated by subscription-based access. Recognizing the limitations of this model, the Open Society Institute launched the Budapest Open Access Initiative (BOAI) at a conference held in Budapest, Hungary, on December 1–2, 2001.
This landmark initiative defined Open Access (OA) as:
“The author(s) and copyright holder(s) grant(s) to all users free, irrevocable, worldwide, perpetual right of access to, and a license to copy, use, distribute, transmit, and display the work publicly and to make and distribute derivative works, in any digital medium for any responsible purpose, subject to proper attribution of authorship.”
This definition also emphasizes that each article should be deposited immediately upon publication in at least one online repository.
Since then, the OA movement has gained substantial momentum, supported by scientific societies, institutions, and international funding bodies. Open Access today represents a transformative model in scholarly communication—allowing unrestricted, immediate, and global access to peer-reviewed research articles.
Open Access enables free and unrestricted availability of scholarly literature online, removing financial, legal, and technical barriers (aside from basic internet access). It allows full digital use and reuse of articles, supporting a more inclusive and collaborative research ecosystem.
Open Access journals reduce costs associated with print production, physical storage, and distribution. They offer a cost-effective, widely accessible alternative that empowers researchers, educators, and the public to freely use, share, and build upon published knowledge.

All submissions are screened for plagiarism using reliable software. Manuscripts found to contain unoriginal or manipulated content will be rejected. In cases of redundancy or data duplication, a formal notice of redundant publication may be issued. We encourage original, ethical research that contributes meaningful insights to the academic community.
As an Open Access publisher, Prime Peer does not charge readers for access to published content. Instead, an Article Processing Charge (APC) is levied to cover:
Authors are only required to pay APCs after their manuscript has successfully passed peer review and received editorial acceptance.
We offer waivers or discounts to authors from low- and middle-income countries, as well as institutions with existing membership agreements. Authors facing financial hardship are encouraged to request support at the time of submission.
Authors retain copyright of their work and grant Prime Peer the right to publish under the terms of the Creative Commons Attribution License (CC BY). This license permits unrestricted use, distribution, and reproduction in any medium, provided the original author and source are credited.
